Citizens Handbooks

Citizen handbooks are important tools for citizen engagement in environmental protection and to build knowledge for informed decision-making. As of November 2009, SOF has produced three handbooks. One covers the process of Mine Licensing; one details the procedure for establishing Community Partnerships for the conservation of local areas; and one raises public awareness of land reclamation.

 PDF versions of the booklets, in both Mongolian and English, are posted here. Printed copies are available from The Asia Foundation in Ulaanbaatar.

Green Star Environmental Legislative Scorecard

The Mongolian Nature Protection Civil Movement Coalition (MNPCMC) has just released the third edition of the Green Star,  Mongolia’s first ever environmental scorecard,  a guide that rates elected officials on their environmental votes in order to help voters to elect and reelect legislators who work to protect the environment.  The Green Star scores key legislation that preserve, protect, restore and enhance the health of Mongolia’s environment.   Legislative scorecards are widely used in the United States as both rewards to legislative champions and as means to hold accountable politicians who are apathetic or detrimental to the scored issue area.

Compendium of Laws

Since 1990, many laws that impact on Mongolia’s resources have been passed and amended. This compendium of laws includes those that are directly relevant to responsible resource use and management. It is designed to inform and to serve as an advocacy tool for citizens, communities, investors and all who are interested in responsible resource use. It is an up-to-date reference comprising the legislation that is most relevant to environmental protection, natural resources and mining. It can be used to inform and empower citizens and communities to navigate the legal system, to engage in decision-making processes, and to help protect their rights, their land and their resources. It complements other guides, such as the Mongolian Citizens Guides to Mine Licensing and Community Partnerships, published by The Asia Foundation.
